KSTRC Ticket refund not received, booked two tickets Bangalore-Chennai AC

I booked two tickets Bangalore-Chennai AC sleeper on July 26 via KSRTC for the journey date 24-Aug-2017. The money got detected but ticket was not booked. Later I booked two more tickets on the same bus after couple of days which was successful transaction. The refund for the first transaction was not done. When I checked with the bank they told me the receiver got the money. But KSRTC denies it to me. But when my bank contacts KSRTC, they confirmed to them that they received the amount. My ticket amount 1612 is with KSRTC and they are not refunding it to me for no reason. I want to sue KSRTC for all the trouble I underwent going backc and forth to bank and KSRTC customer care with no useful response for 2 months now.
