rs449 is debited from my prepaid no 9824983400 main balance without my consent

I had rs947.98 as main balance on 14th July 2021.I had recharged it for rs49 on the same day.
When I checked on 20th Oct 2021, to recharge it, my main balance was rs498.9!!
I was shocked to see rs449 debited from the main balance without my consent.
Please note that this is a old Nokia button phone and it was off since a few weeks. The incoming and outgoing validity was also over as it was yet to be recharged again.
On telephonic conversation with Mr Nikhil potdar from customer care (email dept), ( service request no of entire conversation GUJ-V00673970954) I was told that your caller tune and FIGHT TV which comes under vas (ie: value added services) was activated hence the due charges were debited since August 2021.
Please note ,we NEVER activated it ,as I was just maintaining this number and no calls were made/received.
So Mr Nikhil reverted back and took necessary steps to discontinue the vas and credited rs 449.
My concern is, how can money be debited from main balance which I kept for emergency?
How can vas be activated in a switched off phone?
Who is behind this SCAM? Is idea company targeting minimally used numbers or someone did it?
Please look into the matter asap as I feel many more customers must be subjected to this SCAM.
Enclosed please find the screenshot of the email where Mr Nikhil potdar wrote that it might be deducted due to technical glitch from idea. Also I have attached my grievance to pg portal and the reply from IDEA where they said that Rs 449 has been credited back,but no where they have given the reason nor taken action against the responsible person.
Please investigate asap and compensate My trouble by paying rs10,000.
