No action taken against high amount of electricity bill due to meter fault

My consumer no. Is 423243191082 and meter holders name Nikita Shivshankar Samrit . Usually our electricity meter unit consumption is 60-100 units but in the month of October 2020 we received a bill of 1280 units in one month as we paid earlier bills on time . As I'm complaining about it in electricity office they said to pay them Rs.1200 meter checking cost but till now they didn't take any action against our complaint . That months bill amount is Rs.17,320 .
And without any result of testing now they are saying that you have to pay that amount whatever it is you have used that amount of electricity or not
