Raising bill without use of internet

i used their services in jannuary 2015. i got the demo demo was good but the services was not upto the mark net service was disconnecting frequently i raised severel complints in custumer care then the net was not connected for 15 days for some of thier reason
i asked for waiver and refused to pay the next bill. i continuesly raised complaints no body responeded i asked for diconnection the asked for bill amount i refused to pay the amount i asked for the all the waiver and submit the final bill then i will pay.
then they called me acting like civil court members and asked for amount i paid the amount which they said that is aprox 650
then now suddenly they are asking for approx 2200 rs as the amount for disconnection
i contacted the no. given it was the no. of some of the lawyer of tishazari and tehy are saying that you didnt got the noc for disconnection so you have to pay the amount you dont have any thing to prove that you do not use the connection.
i dont know what to do
why should i pay
i already paid much more than the services used
