Poor quality of the wheat(Gehu) delivered

I have purchased the Wheat(100 Kg) from Nilkanth General store and Parlour; the said item was purchased on 6th May 2020. We have also purchased divel(arenda) from same store and paid Rs.2990/- collectively via Paytm.
Now as it's a practice to apply divel (arenda)to make it more healthy and storable. But when today when we processed the wheat to make it atta at chakki store and then cooked item at home; lapsi was smelling like kerosen. I have checked it with chakki store as well to double confirm and processed another set as well with chakki store.
Now the shopkeeper is not accepting the fault that he has delivered the poor quality of the wheat.
