Owner of the Sweet Shop not providing bill, stealing tax

I have purchased sweet worth Rs. 324 from M/s Bikaner Misthan Bhandar on 02.04.2016. The owner has not provided the bill. When insisted he has issues the attached bill which is an estimate/kaccha bill. I believe the owner is stealing tax for past many years and doing unethical business practices. Please arrange to stop this. Please take an action as most of the shops/establishment do not provide bills in Dehradun and stealing crores of rupees.If the department do not take action on y complaint, I will have to file a case in the court in public interest.

Dear Concerned Department,
I want to draw attention about a gulab Sweets. This sweet shop is at saket meerut. The Honour of the shop is using third class material and dirty oil. Many childrens having problem with there stomach after getting food from there shop.
I want to request you to please check the shop material thoroughly and take necessary action
This oil was very smellfull. One of my friend also ill after eat that on this diwali.
