Complain against Reliance Broadband for Internet service deficiency of service

This connection is out of service since 16.05.2016. I had lodged a complaint no. 245999565. Neither action was taken/Broadband restored, nor any feedback was given to me. After repeated follow up, I got a call on 01.06.2016 that there are some issues pertaining to server at Vadodara and the same is being expedited and that I will be intimated about the restoration. There has been deafening silence ever since.
Fed up, I have lodged another complaint no. 246715118 on 09.06.2016 with your customer care on phone no. 1800 3000 7777. Since there was no action again, I asked for the phone no. of higher authority and was given a number 1860 200 2011. Imagine the height of sloppiness of service when after dialling this number and initial recorded statement that "you are being directed to appellate authority/Secretariat", you are connected only to a representative from routine customer care (phone no. 1800 3000 7777). No explanation is forthcoming for this stupid mix up.
I have been following up daily at both these numbers (and getting connected to only normal customer care as the appelate number is a sham) and daily getting the stock reply that the complaint is being escalated, call back is being arranged and permanent solution will come within same day. Other than that, no one seems to have any authentic knowledge about the ground situation and every time, different person gives out a different version.
In all, I have no internet connection since 16.05.2016.
I have prepaid for this service upto Sep'2016. In case it can not be restored immediately, I should be refunded the amount paid for the period May - Sep'16 after I go for disconnection of the service.
I never expected such callous attitude towards customer care from Reliance, unprofessional custome care representatives with questionable systems/practices!
