Block my Rs. 4000/- complaint to Airtel Payment bank

Last month i had put Rs. 4000/- in my airtel payments bank just to pay my phone bill & airtel digital tv, as they were offering Rs. 75/- cash back. They did not ask for any documents before putting my money in their payments bank, but after that i could not make any payments as my account was blocked. After calling their customer-care after 2-3 days i come to know that my account has been blocked because i have not submitted KYC documents to them. My money is still laying with them even after so many days. My question is how any bank can accept money without proper verification & why they are asking for KYC without giving any time to me. Pls help
