Asking Money without Providing Any Bill and Denying No. Portability

Recently I tried to port my mobile no. 9433019099, from BSNL to Idea Cellular as inappropriate smses is keep on reaching my mobile despite asking my no. to register under national DND registry. Moreover BSNL signal condition is so bad in my locality that (Kolkata), many times I could not call or receive calls. However yesterday, 28/11/2016, one lady has called me and asked for Rs. 200/- without providing any valid bill. As I did not agree to pay without any bill, she did not release my no. for porting to Idea cellular. I failed to understand how can one Govt. employee ask for money without providing any bill and whether her action can be described as harassment and misuse of power. Due to delay in no. port, I am unable to contact my contacts and thus facing inconvenience and consequently I am claiming for damages.
